The purpose of this policy is to set out the arrangements by which SCTNI Limited manages course waiting lists, deposits, and enrolment prioritisation for scheduled and unscheduled training programmes. The organisation recognises that many courses operate subject to minimum viable learner numbers and that advance financial commitment is necessary to determine whether delivery is operationally and economically sustainable. This policy establishes a clear, fair, and transparent framework through which learners may secure priority access to future courses by way of a deposit, while ensuring that the centre can plan delivery responsibly and protect the interests of all parties.

Scope


This policy applies to all regulated and non-regulated courses, qualifications, and training programmes offered by SCTNI Limited where a waiting list is operated prior to confirmed course scheduling. It applies to individual learners, employers, and corporate clients seeking to secure a future place and to all staff responsible for admissions, finance, and course administration. The policy governs entry requirements, deposits, prioritisation, confirmation, refunds, transfers, and cancellations.

Policy Statement


SCTNI Limited operates waiting lists as a structured and committed enrolment mechanism rather than as informal expressions of interest. Entry onto a waiting list requires payment of a deposit which demonstrates the learner’s genuine intention to undertake the course and enables the centre to determine whether sufficient demand exists to make delivery viable. The deposit secures priority position and forms part payment of the overall course fee. Waiting list places are therefore allocated based on confirmed commitment rather than informal enquiry.

The organisation will manage all waiting list arrangements fairly, transparently, and consistently, ensuring that learners understand the financial commitment, their rights, and the circumstances in which deposits may be refunded or transferred.

Principles


Waiting list processes will be administered in a manner that is objective, equitable, and commercially responsible. Learners will receive accurate information regarding likely delivery dates, minimum numbers required, and the conditions attached to deposits. SCTNI Limited will avoid over-commitment of places and will ensure that decisions relating to scheduling and prioritisation are evidence-based. Deposits will be held securely and accounted for properly. The centre will comply with all relevant consumer protection and contractual obligations.

Entry onto the Waiting List


Entry onto a course waiting list is conditional upon payment of the stated deposit. Registration is not confirmed and no priority position is held until the deposit has been received and acknowledged by the centre. The deposit constitutes a formal commitment to enrol when a course date becomes available and allows SCTNI Limited to assess demand and allocate resources accordingly. Learners who enquire but do not pay the required deposit will not be considered part of the official waiting list and will not be prioritised for places.

Upon receipt of the deposit, the learner will be recorded on the waiting list in chronological order and will receive written confirmation of their position and the applicable terms. The waiting list therefore represents a queue of committed participants rather than speculative interest.

Nature of the Deposit


The deposit forms part payment of the total course fee and will be deducted from the final balance payable when a course place is confirmed. The deposit is not an additional fee but a contribution toward the overall cost of training. Its purpose is to demonstrate commitment, reduce late withdrawals, and enable viable course scheduling.

Deposits will be handled in accordance with the organisation’s financial procedures and retained securely until either applied to a confirmed booking or refunded in line with this policy.

Prioritisation of Places


When sufficient deposits have been received to meet minimum viable numbers and a course date is scheduled, places will normally be offered in the order in which deposits were paid. This approach ensures fairness and transparency and provides certainty to learners who have committed earliest. Learners will be invited to confirm their place within a specified timeframe. Failure to respond within that timeframe may result in the offer being passed to the next eligible learner to protect course viability.

Confirmation of Enrolment


A waiting list position becomes a confirmed enrolment only when SCTNI Limited issues a formal course offer and the learner accepts in accordance with the organisation’s Terms and Conditions. At this stage, the contractual booking is formed and standard payment schedules, cancellation terms, and course policies apply. The deposit will be offset against the total course fee.

Course Viability and Scheduling


Courses are delivered only where minimum learner numbers and operational requirements are met. SCTNI Limited will review deposit levels, resource availability, and staffing before confirming dates. Where viable delivery cannot be achieved within a reasonable period, the centre may defer or cancel the proposed course. In such circumstances, learners will be offered the choice of transferring their deposit to a future date or receiving a full refund. The organisation will communicate promptly and provide reasonable alternatives wherever possible.

Withdrawals and Refunds


Where a learner withdraws from the waiting list before a course offer is made, the deposit will normally be refundable, subject to any clearly stated administrative conditions. Once a place has been formally offered and accepted, withdrawals will be governed by the centre’s standard cancellation terms. Where SCTNI Limited cancels or fails to provide a suitable course, the deposit will be refunded in full or transferred at the learner’s request. Refunds will be processed within a reasonable timeframe and through the original method of payment where practicable

Transfers


SCTNI Limited may permit deposits to be transferred to alternative dates or equivalent courses where appropriate and subject to availability. Transfers are intended to provide flexibility while maintaining fairness to other learners and protecting administrative efficiency.

Communication


The centre will maintain clear and timely communication with all individuals on waiting lists. Learners will be kept informed of anticipated scheduling, changes to availability, and the process for confirming places. Communications will be clear, factual, and designed to support informed decisions.

Equality and Fairness


Waiting list arrangements will be operated without discrimination and in accordance with equality principles. No learner will be disadvantaged on the basis of protected characteristics. Reasonable adjustments will be considered where necessary to ensure equitable access to training opportunities.

Records and Data Protection


Accurate records of deposits, waiting list order, communications, and enrolment decisions will be maintained securely and in accordance with data protection legislation. Information will be used solely for legitimate administrative, financial, and educational purposes and retained only as long as necessary for audit and compliance requirements.
